@ikluft I experienced that during departure from AERO 2015 in Friedrichshafen EDNY. ATIS gives you all the instructions: Do not initiate radio contact with tower. They will call you when you taxi by the temporary AERO Tower shack.
@hopfgeist That was supposed to happen in Madras at the 2017 eclipse. S33 was in demand, 2mi/3km from the totality centerline. Everyone reserved an arrival & departure slot. S33 is normally a nontowered airport, but had a NOTAM'ed temporary tower (FAA staff & radios in an RV parked at the airport). I was among the volunteers directing planes to parking on arrival. But it was chaos after the eclipse as order broke down and everyone attempted to leave at once. So no one got anywhere for a while.
