Bei diesem spielen jedoch Klima- und Naturschutzziele und kaum eine Rolle, das ganze Verfahren ist vielmehr ein gigantisches Fehlanreizprogramm für Wahlkreisgeschenke von Abgeordneten und für induzierten Kfz-<a href="https://climatejustice.global/tags/Mehrverkehr" class="mention hashtag" rel="nofollow noopener" target="_blank">#<span>Mehrverkehr</span></a>. </p><p>Die der Planung zugrunde liegende Nutzen-Kosten-Analyse diente bisher dazu, möglichst viele Straßenbauprojekte wirtschaftlich erscheinen zu lassen. So können irreparable Klimaschäden mit potenziell aufsummierten angeblich eingesparten Zeitkosten ausgeglichen werden, z.B. von 15.000 Pkw, die über 80 Jahre Straßenlebensdauer am Tag jeweils durchschnittlich fünf Minuten Reisezeit einsparen). Die Auswirkungen des Straßenbau auf die Natur fließt bei der Nutzen-Kosten-Analyse gar nicht ein, die Klimafolgeschäden nur zu einem sehr geringen Teil. Und bezeichnenderweise wird eine Stunde Wartezeit eines Autofahrenden im Stau fünfmal höher bewertet als eine Stunde hochgerechneter Lebenszeit, die durch einen Unfall verloren geht [4]. </p><p>Entsprechend fielen beim <a href="https://climatejustice.global/tags/BVWP2030" class="mention hashtag" rel="nofollow noopener" target="_blank">#<span>BVWP2030</span></a> von 1.600 angemeldeten Projekten nur 15 als unwirtschaftlich durch – eine Erfolgsquote von über 99% [5]. Diese Rechnung war bisher schon unsinnig, aber mit den gestiegenem CO₂-Preis und Baukosten rentieren sich viele Projekte selbst nach dieser Rechnung nicht mehr. </p><p>All das interessiert Bund und Jetzt wissen wir, warum!</p><p>Mit <a href="https://climatejustice.global/tags/TransportAndEnvironment" class="mention hashtag" rel="nofollow noopener" target="_blank">#<span>TransportAndEnvironment</span></a> (T&amp;E) und meinem Kollegen Benjamin Gehrs habe ich die letzten Wochen in den Zahlen gewühlt und jetzt haben wir es schwarz auf weiß: Mindestens zwei Drittel der vom Bund geplanten <a href="https://climatejustice.global/tags/Autobahnen" class="mention hashtag" rel="nofollow noopener" target="_blank">#<span>Autobahnen</span></a> und <a href="https://climatejustice.global/tags/Bundesstra%C3%9Fen" class="mention hashtag" rel="nofollow noopener" target="_blank">#<span>Bundesstraßen</span></a> sind unwirtschaftlich.</p><p>Was haben wir gemacht?</p><p>Das <a href="https://climatejustice.global/tags/Verkehrsministerium" class="mention hashtag" rel="nofollow noopener" target="_blank">#<span>Verkehrsministerium</span></a> (<a href="https://climatejustice.global/tags/BMDV" class="mention hashtag" rel="nofollow noopener" target="_blank">#<span>BMDV</span></a>) hat vor 10 Jahren für jedes Bauprojekt ein Nutzen-Kosten-Verhältnis berechnet. Wir haben die gleiche Methodik verwendet (auch wenn wir die eigentlich kritisieren) und einfach die Zahlen etwas aktualisiert.</p><p>1) Die Baukosten sind in den letzten Jahren explodiert, das BMDV musste seine Kostenschätzungen für seine Bauprojekte 2023 anpassen das haben wir eingepreist.<br>2) Der <a href="https://climatejustice.global/tags/CO2Preis" class="mention hashtag" rel="nofollow noopener" target="_blank">#<span>CO2Preis</span></a> ist laut <span class="h-card" translate="no"><a href="https://social.bund.de/@Umweltbundesamt" class="u-url mention" rel="nofollow noopener" target="_blank">@<span>Umweltbundesamt</span></a></span> mittlerweile fünfmal so hoch wie noch vor 10 Jahren – wir rechnen also mit 791 Euro statt mit 145 Euro pro Tonne CO2.<br>3) Die Wissenschaft weiß es schon längst: zusätzliche Straßen erschaffen zusätzlichen Verkehr. Transport&amp;Environment hat kürzlich gezeigt, dass das BMDV diesen induzierten Verkehr um Faktor 9 unterschätzt – und damit auch die daraus resultierenden <a href="https://climatejustice.global/tags/CO2Emissionen" class="mention hashtag" rel="nofollow noopener" target="_blank">#<span>CO2Emissionen</span></a>.</p><p>Ergebnis: von 1045 Projekten sind 665 Projekte unwirtschaftlich – mit einem Investitionsvolumen von knapp 100 Milliarden Euro. Darunter sind auch umstrittene Autobahn-Großprojekte wie die <a href="https://climatejustice.global/tags/A20" class="mention hashtag" rel="nofollow noopener" target="_blank">#<span>A20</span></a> an der Nordsee-Küste, die <a href="https://climatejustice.global/tags/A39" class="mention hashtag" rel="nofollow noopener" target="_blank">#<span>A39</span></a> in Niedersachsen und die <a href="https://climatejustice.global/tags/A8" class="mention hashtag" rel="nofollow noopener" target="_blank">#<span>A8</span></a> bei München.</p><p>Deutschlands <a href="https://climatejustice.global/tags/Autobahnnetz" class="mention hashtag" rel="nofollow noopener" target="_blank">#<span>Autobahnnetz</span></a> ist fertig. GermanZero Hamburg<p>Trotz maroder Straßen und Brücken und kaum sinkender <a href="https://climatejustice.global/tags/Emissionen" class="mention hashtag" rel="nofollow noopener" target="_blank">#<span>Emissionen</span></a> im <a href="https://climatejustice.global/tags/Verkehrssektor" class="mention hashtag" rel="nofollow noopener" target="_blank">#<span>Verkehrssektor</span></a> planen <a href="https://climatejustice.global/tags/Wissing" class="mention hashtag" rel="nofollow noopener" target="_blank">#<span>Wissing</span></a> und das <span class="h-card" translate="no"><a href="https://social.bund.de/@bmdv" class="u-url mention" rel="nofollow noopener" target="_blank">@<span>bmdv</span></a></span> den Bau 3000 km neuer Bundes- und 850 km neuer <a href="https://climatejustice.global/tags/Autobahnen" class="mention hashtag" rel="nofollow noopener" target="_blank">#<span>Autobahnen</span></a>. Begründet wird dies mit der gleitenden Langfrist-Verkehrsprognose "Prognose 2022", nach der ein starker Anstieg des Pkw- und Lkw-Verkehrs erwartet wird. </p><p>Eine von <a href="https://climatejustice.global/tags/Greenpeace" class="mention hashtag" rel="nofollow noopener" target="_blank">#<span>Greenpeace</span></a> und <a href="https://climatejustice.global/tags/TransportAndEnvironment" class="mention hashtag" rel="nofollow noopener" target="_blank">#<span>TransportAndEnvironment</span></a> in Auftrag gebene und von <a href="https://climatejustice.global/tags/Prognos" class="mention hashtag" rel="nofollow noopener" target="_blank">#<span>Prognos</span></a> durchgeführte Studie zeigt, dass die dieser Prognose zugrunde liegenden Annahmen das Nicht-Handeln des Verkehrsministeriums in Sachen <a href="https://climatejustice.global/tags/Klimaschutz" class="mention hashtag" rel="nofollow noopener" target="_blank">#<span>Klimaschutz</span></a> fortschreiben. So kommt es zu einer selbsterfüllenden Prophezeiung und einem selbstverstärkenden Effekt: Weil <a href="https://climatejustice.global/tags/Wissing" class="mention hashtag" rel="nofollow noopener" target="_blank">#<span>Wissing</span></a> keine wirksamen Klimaschutz-Maßnahmen beschließen möchte, wird der Kfz-Verkehr weiter steigen, weshalb mehr Straßen benötigt werden, welche zu noch mehr Kfz-Verkehr und Emissionen führen. </p><p>Würden effektive <a href="https://climatejustice.global/tags/Klimaschutz" class="mention hashtag" rel="nofollow noopener" target="_blank">#<span>Klimaschutz</span></a>-Maßnahmen eingeführt und einige fragwürdige Annahmen der Studie realistischer eingeschätzt, würde der motorisierte Inidividualverkehr der Prognos-Studie zufolge von 917 Mrd. Personenkilometern im Jahr 2019 schon bis 2030 auf 673 Mrd. sinken (eine Reduktion um knapp 27%), während er in der "Prognose 2022" des BMDV – nach einem leichten vorübergehenden Rückgang – bis 2051 auf 951 Mrd. Personenkilometer zunimmt (ein Anstieg um knapp 4%). </p><p>Zu den wirksamsten Maßnahmen, den <a href="https://climatejustice.global/tags/Autoverkehr" class="mention hashtag" rel="nofollow noopener" target="_blank">#<span>Autoverkehr</span></a> zu reduzieren, gehören in absteigender Reihenfolge</p><p>👉 <a href="https://climatejustice.global/tags/PkwMaut" class="mention hashtag" rel="nofollow noopener" target="_blank">#<span>PkwMaut</span></a> einführen<br>👉 Entwicklung <a href="https://climatejustice.global/tags/CO2Preis" class="mention hashtag" rel="nofollow noopener"
