The way I understand it, all people with voting rights could generate public/private key pairs, and send their (encrypted) public keys to their election office for them to be blindly signed. Then, they'd sign their ballots with their private keys and send them to one or more separate ballot collection servers. The servers would then verify the blind signature and mark the public key as used.
