He took command of the police department and deployed the National Guard under laws that give the federal government more power over the nation’s capital. The Home Rule Act of 1973 gave residents the power to elect a city council and mayor in 1973, though the measure still left significant power to the federal government. It lets the president deploy the National Guard and temporarily take over the police department, but a further takeover would require an act of Congress.
