📲 #IAEA chief #RafaelGrossi has made more desperate pleas to Iran so that he and his weapons inspectors could visit the country’s nuclear sites. However, Rifat Jawaid questions the Argentinian national’s desperation in light of the #US-ISR claims to have completely obliterated the Iranian #nuclear facilities.

Grossi’s reminder to #iran about the need to respect international treaties also raises questions on the elective use of such laws.

RFI: So this war was not useful?

#IAEA #RafaelGrossi: It's not up to me to judge. I am a man of peace. I believe that by talking through the inspections of the International Agency that was created for this, we can avoid this. After that, political decisions are political decisions. …I prefer peace.

RFI: is it possible for dialogue and inspections to resume?

Grossi: It is more than possible. It is essential.

RFI: Just before the war, did #Iran cooperate properly with the #IAEA, from your point of view?

#RafaelGrossi: No. They were cooperating, but I had said it publicly on several occasions & also in my last report to the Board of Governors that cooperation existed, but it was limited. There were many questions that Iran did not answer properly. Traces of #uranium had been found in places where they should not have been found & the answers were technically not credible. There was no transparency.

RFI: If #Iran refuses inspectors access to the sites, what can you do?

#IAEA #RafaelGrossi: It would place them as operating outside of #InternationalLaw & therefore I would convene the Board of Governors. I don't want to go too far, I don't want to put myself in this hypothesis.

RFI: But it could have serious consequences...

Grossi: Very, because it would mean that Iran decides to put itself outside the #NonProliferationTreaty & I don't think it is its intent or in its interest.

#IAEA #RafaelGrossi: I hope to be able to analyze this w/ my Iranian colleagues, & see what precisely led to this decision. The agency's presence in #Iran is … an international responsibility. Iran is a member of the #NonProliferationTreaty & must therefore have an inspection system. This is a #legal obligation from the point of view of #InternationalLaw, which cannot be unilaterally suspended. I hope that will not be the case, because otherwise we would be at the gates of a new major crisis.

RFI: Do the lines of communication between the #IAEA & #Iran still exist?

#RafaelGrossi: Yes. Obviously, there is some tension at the moment. There are political voices in Iran that consider that the agency has not been impartial, etc.

RFI: Because the agency did not condemn the Israeli attacks. This is what led to the vote of Iranian deputies yesterday, Wednesday, who voted to suspend cooperation with the IAEA. Is this a cause for concern for you?

Grossi: A Lot.

RFI: You made a polite and diplomatic request...

#IAEA #RafaelGrossi : Absolutely, you have to have respect. And so I proposed that we meet to start evaluating the modalities of the return of inspectors to the sites.

RFI: Have you received a response to this request?

Grossi: Not yet.

#IAEA #RafaelGrossi : That's what we could imagine. Then, there are the #military operations that are triggered. Naturally, no one moves, we can't inspect, it's normal. And there, as soon as I learned that we had a ceasefire, I wrote to the Minister of Foreign Affairs, Abbas Araghchi, whom I know well. I told him: "We have a ceasefire, conditions will improve, we have to sit down. "I didn't say: "I want to come immediately to inspect, etc. "

#RafaelGrossi : In fact, it's a little more. But we rounded to 400, because the activity continued until June 12 & until the day before the #US strikes, the #IAEA inspectors were still on site. We did not know, obviously, that these attacks were going to take place, but we were able to make the inventory, day by day. But importantly, #Iran announces that it will take protective measures.

RFI: To shelter the enriched #uranium?

Continued thread

#IAEA #RafaelGrossi : I know the #Fordow installation. It is a network of tunnels where there were different types of activities. I can also tell you that what we saw in the images & analyzed corresponds more or less to the enrichment hall.

RFI: Do you know where the 408 kilos of enriched #uranium that #Iran had are? It was you who announced & measured this figure just before the #war.

#IAEA #RafaelGrossi : Obviously, we cannot assess the degrees of damage. But given the power of these machines & the technical characteristics of a centrifuge, we already know that these centrifuges are no longer operational, because they are machines with enough precision: there are rotors, the vibrations have completely destroyed. There could not be significant physical damage. So, we can have a technically quite precise conclusion.

#IAEA #RafaelGrossi : So in these sites, we know what the situation is. Obviously, you have to go there & it's not easy. There is rubble, so it is no longer an operational facility.

RFI: Can you carry out a "pre-evaluation" based on satellite photos?

Grossi: Yes, & the knowledge we have of facilities & capabilities. I'll give you an example: #Fordow, the major underground installation that everyone is talking about.… We saw the images of the perforations of these high-penetration bombs.

Continued thread

RFI: Does this mean that for the moment, it is impossible for you to say with certainty what remains or what is the #nuclear program?

#IAEA #RafaelGrossi : We know a lot of things. We know these facilities by heart. That's the difference between us & the rest of the world. Because we are here. It was our daily job, …to inspect all these facilities, therefore we can deduce fairly precise conclusions by looking at satellite images & others in relation to the type of damage & its consequences.

Continued thread

#IAEA #RafaelGrossi: Maybe decades, compared to what kind of activity or goals. It is true that with its reduced capabilities, it will be much more difficult for #Iran to continue at the pace it had. But this statement of the president implies a #military purpose & this is a question of #intent, it is subjective. Intentions, we do not judge, we analyze, we evaluate what we see on the ground.
